L4Evn-2.6 Fails to Configure

According to the build instructions, a "make config" in the l4 directory
will create a configuration menu.  It doesn't seem to work in today's
(07-16-2005) CVS version:

l4 # make config
make: *** No rule to make target `config'.  Stop.
l4 # make xconfig
make: *** No rule to make target `xconfig'.  Stop.

There isn't a Makefile in the l4 directory, either.  Why is this so?
