Help! Unable to build L4Env-0.2

That sounds like you're mixing different archives. Just do not care
about the tar archives, they're a bit old and probably don't work
anymore with recent L4Linux versions.
Just use the packages that come with the l4linux-2.6-env CVS module and
you should be fine. If not don't hesitate to ask.
