vector is defined in l4/pkg/uclibc++ - which you should checkout and build.
 If you did so and it still does not work, it will be interesting to get
the complete build output for l4/pkg/ipcmon/server that you get by running
"make V=1".

Works for me with g++ 4.1.3 20070629 (prerelease) (Debian 4.1.2-13).
