The 'C' bit is a historical curiosity, and in fact, the bit was never
interpreted or set during the IPC transfer phase.  For specification
updates that I have worked on I have defined the C bit only for string
items and use it only for specifying multiple string items for receive
buffers.  The bit is completely ignored for send string items.
