IMO it's easy to implement these functions. Just call

* ddekit_pci_set_master
* ddekit_pci_enable_device

with appropriate parameters in
pkg/dde/linux26/lib/src/arch/l4/pci.c:122 ff.

This may also work if l4io still does not protect the PCI
configuration space properly ;-)
