(I set MEM_MAX to 256MB and the RMGR told me: "WARNING: All memory above 256 is wasted", on a 196MB machine!!). I noticed that sigma0 also defines MEM_MAX, and after setting it to 256MB, too, it works now. But, isn't it wrong that sigma0 returns memory pages up to RMGR's MEM_MAX value, even if only 196MB are available?
