Simply no, regardless which file provider do you use. If you want to pass command line parameters you have to use an appropriate script which run is passing to the loader.
When loading an app with the "run" console, command line parameters work when using the TFTP file provider but not with bmodfs. I had a look at the code and it was simple to fix: in l4/pkg/generic_fprov/examples/bmodfs/dm.c, bmodfs compares the given filename _with_ its parameters to the loaded filenames _without_ their parameters. I've attached the patch -- I hope it can be of some use.
