I'm intending to target an arm board in a few weeks but just to build and run the code does anyone have a suggestion as to the easiest way to get started? Do people usually use qemu to experiment with an x86 build? My goal is just to build the code and prove it boots, then move toward arm. Thanks.

Yes, QEmu is very popular for development, whether it's x86 or ARM doesn't matter. It's even integrated in our build system.
