Fiasco does not implement Clans&Chiefs. There is a communication control
mechanism based on reference monitoring. An example implementation can
be found in l4/pkg/ipcmon.

Yes, there are plans. The next Fiasco version provides SMP support, but
has not been officially released yet. I can't give you an exact date on
when this will happen, sorry. Somewhen before summer might be a
substantial educated guess, but this is not an official statement.
