Good news: I was able to reproduce your problem.

Bad news: I'm still at loss about what is going wrong there.

* The setup seems to work with qemu when I use the NE2K driver and
  qemu's ne2k_pci NIC. Can you confirm that?

* Did you by any chance try this setup on a physical machine, too?
