Client library API documentation Part II (Omega0)

Omega0 is a portable interface to interrupt hardware for L4 systems. It was outlined in the "Omega0" paper <http://os.inf.tu-dresden.de/~hohmuth/prj/omega0.ps.gz>.

Currently omega0 is implemented as server on L4 and the package includes a easy to use client library and examples too. The irqmeter example shall be used as first reference how to attach to interrupts.
